Windows 10 stuck on Preparing Windows for 30 seconds or so

Windows 10 can be slow to log in, sitting on Preparing Windows for 30 seconds or so. Login script timing shows no delay. Seems to be particularly prevalent if using mandatory profiles or other non-persistent settings.

Apply the following setting. We put this in our Computer Startup GPO that also enables wait for network, etc.
